I had an allocation I submitted a build order with and is set to arrive at a dealership around end of December or early January. Dealership is located in the east coast usa .

Due to personal financial reasons I had to back out.

I'm in PA, Just north of philly, where in the East Coast is this dealer?

Build is pretty close to what I want, but is it still possible to make changes to the build?

Are they selling at MSRP? You said it would be the same deal you got, but didn't say what it was.
