Flowers in the morning with a little card saying happy birthday, gift card to a spa in the afternoon, then dinner with you at night and if you want you can get her a little present to give to her at dinner.
As for gift ideas, what kind of things does she like? Remember it's the little things that counts, so doing something thoughtful is sweet too.

does she like bags? Into make up and stuff? There are alot of options, just dont get her stupid flowers, they die and make a mess, lol!
How about a bag from a high end designer if shes into that stuff( I am, lol), or maybe take her shopping, or you can try making a res at a nice restaurant, then maybe giving her a gift there? HOw about a watch? White ones are in for obviously next summer, Michele is a nice brand depending on her style.. My husband chipped in toward my wheels( but thats me) lol.. Do nothing in the morning, tell her how you want your breakfast and dont say happy birthday or anything. If she hints at it being a special day pretend you dont remember. At about lunch time she will be going crazy thinking you forgot and that is when you spring a surprise on her. As for gift ideas nearly anything from tiffany will be good, I would never buy a purse for a girl because it is hard to get one that they really like unless they have dropped hints already as to which one in which color they want.

Why dont you plan dinner in the city (since your in CT) and then stay overnight in a upscale hotel; Hotel Rivington, Hudson is trendy, Gansevoort Park Ave......? Then wake up, have breakfast and spend the afternoon exploring the neighborhoods and shops. Dude if that doesn't work, I guess your stuck

an e-book... like a NOOK or sony e-reader etc etc..
that is if she likes to read.. I just got the color NOOK for mine on her birthday...249.00 and it even has a browser and wi-fi capable
