No one is making you pay for them. You can continue using the older version just fine.
Does Microsoft give you free updates to Word? of course not, why should Navteq?

Because they spend the time and money to update the information. Its worth it to me. Places move over time.

When you bought the car? I think he's talking about the updated DVDs you have to get seperately.
