Why does EU get 70km electric but NA only gets 40km?
Does that mean the cars are different? NA has smaller battery size, so smaller weight, and worse performance?

No expert and not trying to be. On the learning journey here as I had the same question.
The article linked does a good job of summarizing the differences in methodology/procedure used to develop the estimated ranges. The largest factor really appears to be the haircut/adjustment applied by the EPA (0.7 factor). Back of the envelope isn’t perfect, but close enough given the other variables. Hoping someone corrects me if I’m wrong, but it does not appear to be an actual difference in mechanical components, etc. https://insideevs.com/features/69549...ge-difference/ |

That’s what got me comfortable when I looked at this a few weeks ago. Just was a quick google though.
I’m sure someone else here will correct if wrong. |

It is just like the rest of PHEV. California mandate 80% of electric range for 10years or 150,000 miles, the way manufacture such as BMW go around is to reduce battery “capacity” that after 10years you still have 80% of what the spec was. They did the same with 45e and 50e nothing new. Someone will come with SW or way of coding EU range in US car
