Freeware

Get the freeware paint.net, it's fine for editing photos

http://www.getpaint.net/

Though I use PS CS3 since I work with photos in RAW format.

If you have 64 bit system, get CS4 64bit as it's much faster than regular CS4 or CS3.
CS4 is bit annoying to use user-interface wise but one will have to get used to it soon or later so I would recommend CS4. But I still use CS3 unless I'm required to do big images just because I'm more used to it.
However if you are interested in illustrator as well, you definately have to go with CS4.
