The tour organizer did not drop a potential lawsuit as there was never was any plan of a lawsuit from their end.
They dropped charges (filed with the police), so if any lawsuit came from that it would be from a public prosecutor and not the tour organizer.

But like I said: if case law would come out of a lawsuit not in favor of the tour organizers that could have very very big consequences for future tours de france.
And that is something far more important to consider.
