I am not 100% sure as I am from Alberta myself and BC laws are different. But I would assume it would have to be someone who has a learners license and not the full version. In AB initially you get a GDL license which is like a learners and you are required to keep that for 2 years and then you do a road test to get a full one. I assume BC has something along those lines implemented there as well.

So in AB we don't need any tags. If you have a GDL license you have time restrictions as to when you can drive i.e. not too late at night, you have only a 8 demerit max vs 15 for regular license and there is 0 alcohol tolerance policy vs if you're under .05 others regular license you're probably going to be fine. There may be some other little differences but these are the big ones.
