Curious about remote start since BMW was late to the game
So, I have to look at the Matrix
The oldest MY to have RS is 2019. Two Notes:
9 - "Feature is available on 3 Series Sedan. It is not available 3 Series Gran Turismo."

oh bet. This can be added! IS IT WRONG to assume this is solely software or server permission?

We scroll further to page 5. We see the Service Duration. Third column says "Model Year 2019 and later without Live Cockpit/Pro/Plus"

How is this possible?
As one example, the 3 Series. I thought all 2019 G20s had one or the other. If they had iDrive 6, they had Plus and iDrive 7 was Pro. Are MY2019 F30 and F80s remote starting? or G20's without either Live Cockpit option?
