I am buying rims from someone and need to pay them. I have his paypal account, how do i send him the money? I know to not send it as a gift because if anything goes wrong I will get owned. I have never used paypal before so I don't know what I am doing really

Dont send as a gift if he doesn't have a solid reputation.
Otherwise, calculate the PayPal fees and include it paying with your credit card as a source so he doesn't have to pay (if you're nice )

I just choose "buy something" and fill out the info? I just want to make sure I am not gifting it xD. Also, once he receives the money do I get notified?

Just make sure you select "Goods" then choose your card. All done
You get notification it sent, but it's instant so there's no chance he doesn't get it as long as he gives you the right address.
