Spam is placing the same call to multiple numbers, which you have no idea whom it belongs to. Sales or not is immaterial. If the call is unsolicited and unexpected by the other party, and it's not a call with a customized purpose, then it's spam.

Depending on your census you'd be in for less than 160 per person per month for singles and about 210 to 240 for a family of 4.
