Dubai is somewhat of an exception. They draw comparatively small amount of their income from oil -unlike other Emirate's kingdoms. The main source of their wealth is banking and finance (read, "black market" money - Surpassed Switzerland and Bahamas in that regard in the past few years). But yeah, they are ripping off their own countrymen (mostly expats anyway!) by not giving out gas at cut rate prices

As a person who has lived in Saudi Arabia for a little while I can tell you that they do this stuff for one reason: they're bored. You don't understand, as a young male there isn't anything to do there. No movie theaters, no hangout spots, no malls to hang out in either they're female only or there are people watching you in normal malls to see that you don't so anything) so you start doing stupid isht. I have countless stories of my friends and I doing stupid crap just because we were bored and had nothing else to do.
