There are two criteria for uploading photos. First, it must be in one of the formats the forum software uses. Second, it must meet the size criteria either in horizontal pixels or in file size. If any of these aren't met then the upload will fail.
These criteria are all on the Manage Attachments page. You state you wait forever before it fails. This would imply that the size is the problem even though everyone says size doesn't matter.

If you have photoshop you can use the "save for web" function. Makes things a lot easier.
