Custom wheel offset for stock tires

Hi guys, I want to use the stock tires and according to this website, these are the specs for the wheels on USDM, If i order a custom wheel with -13 offset will that still be safe to drive? Sorry Im so new to these offsets, thank you!

If you meant 28-13, then you will have the following parameters 10.5jx20et15 and 11jx21et15. This means that it will look something like this:
