A more likely scenario on this is that you fork over $!9K in cash and you take over the car notes as well. Not seeing the autotrader adds, that would be my guess or the car is made in China.

if it does turn out to be true, it prolly went thru a chop shop & if it's discovered that you paid for an illegal car, ur car will then be confiscated w/ no refund

Do they do any more than any other site to verify the authenticity of their ads?

AT doesn't prevent dealers from advertising one price and the fine print saying something like "This price financed through our dealership after putting down $x,xxx"......gee, I wonder how much the APR there is (rhetorical), not to mention the advertised price is therefore not the actual price. That's also BS if you ask me...
