Can you use a Blackberry as a paper weight without Activating it?

Just wondering if I have to activate my Blackberry before I use it to keep papers from flying off my desk...

is it really heavy enough for that task? I'm sure it'll do with a case or two...

I called Verizon, and they told me I have to activate it in order to charge it enough so that the battery is fully charged which makes the Blackberry heavy enough to hold down a piece of paper from blowing off my desk in winds up to 5 mph.

no, I just want to use my original paper weight as a phone and my Blackberry as a paper weight, but I just don't want to activate it.
