I was standing on that exact pier last fall on a trip to SF. They were loud and smelly. Maybe they got tired of themselves or maybe they got tired of the humans who were also loud and smelly.

Most likely relocated for food. If Moss Landing has seen a surge its probably due to that. They follow fishing boats around and try to feed on the fisherman catches. The fisherman in previous years used to throw seal bombs in the water to scare them away. That didn't work so they started shooting them with rifles..illegal of course.. But they are major pests.
