Cool, thanks for bringing your credibility to this. I'm Navy finishing up an augment tour with the Army and I learned that Marines and Army have very different procedures for the same tasks (convoys, for example).

I am not an expert on the subject of sniping by any means. We have a resident marine scout sniper here on the forums though. I forget his username, but he's the one with the ikill avatar. I'll trust his opinion on the matter if he chimes in.

TTPs are often dictated by the available terrain, the location of the target, as well as the capabilities of the enemy to respond to fire. In this case, knowing the insurgents...
1.) Likely don't have a sniper rifle capable of making accurate hits at 1,200+ yards
2.) Likely don't have indirect fire capabilities (mortars or artillery)
3.) Likely don't have CAS available

The choice of an overwatch position that is normally less than ideal (the top of a tower) is not a bad one, especially with decent cover and rear security. Now, if he was fighting against a "regular army" unit, one likely with that additional support available, it would be a different scenario.
