Mix and pour all over his brakes, fill up and block his tailpipe

Op, that is the worst "close parking douche" I have EVER seen, I would leave him the A-hole note and be done with it. Vandalizing the guys car is probably the wrong way to go, that's all he needs is an excuse to key your car next time he sees it.
