If they need help, but mental issues cause you to not want it, and there is no network of friends or family to convince (or possibly even force them) to see the free social worker, then they wont go see them, which is no different than not having any free help available. Just like having friends who dont do whatever it takes to talk you off the ledge is no different than not having any friends at all. I'm not talking in an abstract theoretical sense here, this is from actual situations my friend deals with.

Either way, they still have the same issues, which cause them to take the same drastic actions over and over, which causes the ambulance to rescue them over and over until they finally get there too late.

System is broken, and spending finite money to re-deploy the ambulance over and over does not fix it; I'm not sure how else to put it...

Thats why they lock those people up for week or more for observation, counseling and treatment.

And ambulances are there to save lifes, not to sit in a garage and collect dust. Even if they have to rescue same person 30 times, its still their job to do so. Other wise go work at Burger King.

if the man was suicidal, i believe it's his right to kill himself. sorry, but it's his body, his life, and his business. i'm sort of happy he succeeded, instead of being "rescued", criminally charged, and forced to live his miserable life in a miserable psych ward.

It's been 20+ years since I had my water rescue certification training, and I still remember the very first thing they teach you: DO NOT become another rescue victim. The second thing we learned was that you don't know how deep the water is. The third I remember is that water, deeper than your nose is long, is enough to drown.

I wouldn't expect a firefighter to (necessarily) be able to swim out and rescue a drowning victim. I WOULD expect him to call someone with the proper tools to avoid becoming another victim. It appears they did that, twice.

With a victim unwilling to help in the rescue, tactics like throwing a rope into the water upstream and hoping he will grab on so you can pull him to safety won't work. HAnging a ladder out over the water and dropping a rope won't work. Shooting the guy with a tranq and hoping you grab him before he sinks under the water probably won't work.
