If the dog was on a leash, and was being held, how did it have enough time to eat enough lawn to piss off your neighbor? I summize that the dog was either loose or the owner allowed the leashed dog to eat enough grass to be noticable.
In both scenarios, owner's fault. Am I missing something? I have a dog, I walk it, I bag the poop. I wouldn't allow it to dig or damage other's property, unless it somehow got loose. |
