Ive got one but have never pulled it out. I keep it under my license so when Im pulling my license out, you can see it. This way, Im not using it but the cop can see it. Sometimes they do appreciate more when you dont try to use it as a get-out-of-jail card, even if you can.

You can walk into your local police station and get one. Make sure you ask the dispatchers who the best person to talk to about it is.

You can get a PBA card from a friend who's a cop or know someone who is.
The other way is to donate some $$$ to the PBA and they may issue you one. I think the minimum to get one is $500. PBA cards are only good for the year it was issued for. They are really a hit or miss. You need to know information about the cop who gave it to you like how you know him, where he lives and works...etc I know someone who has one and one of the cop that pulled him over asked him info like where he works, does he have any daughters...etc. He used his best friend's info and the cop believed it. Don't use a officer's name picked from the newspaper, they aren't their full names which is a trick all the cops knows. AFAIK, the PBA cards are issued like this: NYPD PBA, county police PBA, detectives PBA, NYS Troopers PBA. The NYS Troopers PBA also comes with a sticker that you put over the reg/inspection sticker in your car. There's another way and it's called 'the thin blue line' or 'the thin red line' It's basically a black 3"x2" reflective sticker with a blue or a red line going across it in the middle. It's only given out from a cop to it's close relatives like wife, brother, sister, uncle, aunt...etc. The 'thin red line' is from firemen. I have one and stick it in my rear window from the inside. This way if the cop sees it in the daytime, they'll know before hitting the lights unless you do something stupid enough to warrent getting a ticket. At night time they will see it after they hit the lights and shine the spotlight at the car but your chances of getting off with a warning is better. Apparently Ebay sells copies of them...

I dunno about jersey but in ny [specifically staten island] the cops have really nothing better to do than just give out traffic tickets... even better is that everyones friend, cousin, whoever is a cop and alot of people have PBA cards.... its really upto the officer whether he wants to respect the card or not. But you can use it until the year is up. SOmetimes, theyve gone as far as calling the officer on the card to verify.
