I don't think that is his fault. THe red SUV is bleeding into his spot and the passenger may be somewhat disabled or need the door opened wide. This could have started 4 cars to the right looking at how everyone is parked.

If the passenger was disabled and needed more space, they could have backed in, providing a ton of space to the passenger. Does assume the driver is able bodied of course.
