This video was shot in Washington State north of Bellingham. At the very end of the video it shows Exit 263 - Portal Way. In any event the guy is still an idiot (or drunk). It sounds like the guy who got busted probably didn't have time to post his video to U-Tube, as he was arrested before he could probably post.
