My wife works in customer care for a large ecommerce company and she is continually reminded of the scum living on this planet. They have customers who place several orders every year for large ticket items and claim they didn't get them or ship fakes back to the company. People will routinely say they never received the packages as well, even though someone by their name signed for them.
What I think is reprehensible in this situation is that paypal is actively participating in theft. They are literally facilitating a crime.
