The dude was so ruthless that he once gave snow ordinance tickets to old ladies for parking outside of a church on Easter Sunday...on a sunny 50F degree spring morning a day before the snow ordinance ended for the winter! I actually heard two other officers talking about it in disbelief the day after.....

I don't think Cavanaugh was as ruthless as the LEOs you describe. He was relentless but as far as I know, all of his tickets were legit. He just followed the letter of the law and rarely issued warnings. He was tough, but I have to say I think the town was safer because of it.
