Now that we're all past this, I'm really excited to put these M3 brakes on my 328xi when I get the time and order the missing pieces. It's going to be a completely new driving experience lmao.

Let this be a lesson to everyone not to jump to conclusions.
It sounds like neither party was at fault and that both parties were telling the truth (i.e., seller shipped all goods, buyer received package with missing parts). Closed for now. OP - I know you requested that it stay open but that was before I received notification that the problem had been sorted out privately.
