I agree completely. Started to mention this in my post as I was quite surprised but then realized what my job is like. It's possible that they got called to a more pressing issue, thus leaving the scene and radioing Seven Mary Three (little CHiPs reference for you) to have other units in the area respond.

(I can hear the CHiPs theme song in my head now dammit)

That was not a highway patrol vehicle. It could have been a local security company, which has absolutely no authority beyond being an average citizen in this situation.

Looking again, it does have a different color scheme than the CHP. Chp or not, He did have emergency lights though. If that situation didn't justify using them, nothing would.

Once again, by law in some states (including mine) people who are not law enforcement cannot use lights in situations like this. He could (should) have pulled over to help. However, it would have been crazy for him to be the second sitting duck in that traffic, considering the speeds and the apparently limited visibility of the car in the road, judging by how late many drivers were in making evasive maneuvers.

Of course. But as you said he should have pulled to the side, turned on his lights so people would slow down as they do when they see police lights, and possibly put some reflectors of some sort before the accident scene.
