I dress for what I am doing.

When it's hot the dresses are short and I don't care who sees it. Men can always take their shirts off and I truly wish I could too.

Maybe you aren't reading them right. Most women are aware of how they are dressing so I don't think this happens often. There are some women with big boobs who do try to hide them but are unable to, and sometimes they aren't comfortable with male attention.
