Other teams said : The RB20 bib device can be activated by the driver . By a push on a button in the cockpit ...
It's more like a 30 min. job to remove the front end , nose and a cover to reach the bib device .
It's a "Mission Impossible" to reach it in Parc fermé (!)

It once and for all shows that it's not some secred dial or lever a driver or mechanic could secretly give a turn or to without getting noticed. (like some (mainly british) media channels wanted us to believe...)
It's an adjustment on the car like any other that requires tools and partly dismanteling the car to change it's setting.
Of course I can understand that the FIA wants to know how it works so that they know what to look out for. I imagine cars get inspected by mechanic teams all the time in parc fermé to see if the car is ready to race or that changes must be made (and that they then have to start from the pitlane of course), and that a FIA representative is there too to keep an eye on everything.
