It really depends on what your trying to get. For ex, in Asian Tats, there are Dragon Houses and Koi Houses. But if you just trying to get something simple, most tat artist about the same.

nah I always go out to LA, I see Jess at My Tatto in Alhambra for Dragons and Chinese Characters.

I wouldn't man, hes Chinese man, I wouldn't trust him with script, but he has a Cholo partner and he does some BOMB OE tho, might wanna check his work. Best to find a Mexican or White guy for script.
