I recently ordered a set of tires for my 2006 ,325xi , at Costco , and apparently there is a tire service-pack fee which is for the TPMS , but I am almost sure that my car does not have that feature, only FTM (Flat Tite Monitor), unless they consider it the same thing . If anyone knows for certain, I don't want to be charged an unnecessary fee , please let me know so I don't go back sounding like a knucklehead if I'm wrong, thanks in advance.

Yes 2006s have FTM. I dont believe there is a sensor or anything, it uses the wheel speed senor to monitor the tire rotation and that somehow recognizes if the tire is getting low in pressure.

The '06 E90 has a flat tire monitoring system that uses wheel speed data to determine if a tire has low pressure. There are no tire pressure sensors in the wheels. The easiest way to tell is if the wheel has a rubber valve stem it has no pressure sensors. All FTM systems using pressure sensors have metal valve stems.
