hydraulic floor jack stopped working

It almost new, only used it 3 or four times. But this morning when I was pushing the handle up and down to lift the car it was only lifting a small amount each time - it would start lifting when the handle is almost all the way down. When I did lift the car it held it but after a while I think the car did drop a small amount.

There are instructions how to purge air but I don't understand what it wants me to do. I opened the rubber plug (in the red circle) gave it a few pumps and put the plug back in but now it's not working at all. There is a bit of lifting but it just goes straight back down.

Any ideas what I should do to try fix it?

Big hanging curveball there, but you are supposed to twist the handle clockwise

The more likely issue is there isn't any fluid ever/left.
