"Because they can" is part of the answer. It may be also noted that art is supposed to baffle and/ or provoke us. Make us take notice.... ask questions (even if there are no answers). So judging from the first two responses above the artist has succeeded, IMO

Human nature tends to focus on the negative side of things, but everyone's entitled to their opinion. Whether it makes since or not it's art and not everyone has an appreciation for it, which is why capitalism has taken over. There's no sense of character in the built environment, only standardized structures that are cost effiective for the developer.

haha yeah, I'm guessing this took a lot of time... especially if they had to integrate the wall with a motor... do you know if it was built like this or if they added it on an older building? I'm not going to lie, but I was quite impressed but I just dont see any use of it... :/
It kind of reminded me of the dynamic towers in dubai.....

Yes, this building planned for construction in Dubai got a lot of publicity a few months ago but it's not the first rotating building in the world. That title goes to Suite Vollard, a residential tower in Brazil which is already constructed and fully occupied. The story is that when the project was announced, you could buy a unit around $300K! Of course, the price quadrupled once the project was sold out, the building was completed and got in the news. :
