paypal issue.. please help!

I recently registered with paypal, and have successfully linked my credit card to my account.

when i received a demand for money, i hit "pay" and this message appeared:

"You have exceeded your per transaction limit. To lift this limit, click View Limits on you Account Overview page"

I checked my account's overview page, and i couldn't find (view limits) !!

what am i doing wrong here..?? any idea ?

i sent them a msg on the resolution center but they haven't replied yet!

and i don't think i'm sending alot of money, only $700 !!

$500 is max unless you upgrade to premier.
