Look for the Yellow cars. You can rent them by the trip and they come with a driver. You can find them on any street.

You can check the rental car websites and maybe someone has VWs, but otherwise forget it. You're best bet is to pick up at an airport, but it's probably the most expensive place in the US to rent a car from and dropping of in DC will likely make that even worse. Unless you need to stop between NY and DC, I would forget the car, use taxis in NY and take Amtrak to DC.

Yeah, really no sense in driving around NYC. You'll waste a ton of time trying to find your way/look for cheap parking.

Just rent one when you plan on driving down to DC and drop it off when you get there.

Cars are useless in DC (if you're staying downtown); you have to walk between all the monuments/museums.

NYC is the last place you want to drive a rental.
Renting is expensive, gas is getting expensive, parking is even worse, and prepare to get parking tickets if you're not careful.

Take a taxi cab, subway, Amtrak, etc...actually you might even save more time with public transportation in NYC...

+1, I don't recommend driving in DC. I just got back from a biz trip there and I had a rental because I need to be out in Tyson Square area.
