I'm sure there are just as many stupid accidents like this in the US, the main reason why we see these videos from Russia is that close to 50% of Russian cars have a dash camera, I've never seen a dash camera in any car in the US.

Insurance scams are incredibly common in Russia. People will literally jump in front of cars to get the insurance money.

It's for insurance purposes, it's hard to disput a claim if you have proof that you weren't responsible for the accident.

Not even remotely true. Many developing countries have such poor roads, police and legal systems that driving is MUCH more dangerous than in the US and the US is still more dangerous than many northern European countries because of poor driver training/education and less agressive enforcement. Add the much higher degree of alcholholism/DUI in Russia and it's indeed more dangerour.
