A full on desktop... that is not possible unless you are going to be recycling parts from an old rig.

You could find a decent amount of refurbished laptops for under $350. They have some comparable specs on them.
I bought mine for $450 and it has just under the same hardware as the gaming PC I sold.

You still looking for a rig Mr. Snail? I'm in the process of building one that I think will fit the bill. It is a little older tech, but I think that goes without saying. Don't fret though, it isn't a piece of junk. Off the top of my head(I'm at work right now), here's some of the specs. You can click on some below to check out the specs or reviews:
BioStar M7NCG 400 motherboard (The latest BIOS will be installed) AMD Athlon XP 3200+ 2.2Ghz CPU EVGA Nvidia GeForce 6200 512MB DDR2 8X AGP Video Card I'm actually in the process of upgrading this by adding a GPU fan that should reduce the heat output by 10 degrees. 3GB(max for this board because it's 32 bit) of Crucial 333MHz PC-2700 memory w/heatspreaders 500W Ultra Xconnect Modular PSU Blue LED SoundBlaster Live! Sound Card LB Link 54Mbps Wireless G Adapter Standard 5.25 CD/DVD player Either an 80 or 160GB HDD...I can't remember. Windows 7 Ultimate 3 80mm led fans to keep it cool all stuffed into an unassuming Acer mini ATX case. Everything will be updated with the latest drivers or crucial updates. I'll post up a pic tomorrow. It's not complete yet as I'm still waiting on some bits, but it'll give you an idea and if you're interested, you can let me know at your leisure.
