eBay Mystery Auction???

I was searching for a new Wii or xBox on eBay and find these "Mystery" auctions. What are these? Looks like a scam. The bid winner has a 1 in 4 (for example) chance to "win" the item. I don't bid on eBay that much at all but there is always something interesting. Doggy dog world!
